Slovenia's Presidency of the Council of the EU and human resources

The Presidency was a project of the Government of the Republic of Slovenia; all state administration bodies (ministries, government offices and bodies within the ministries) were responsible for its implementation. On 6 October 2005 the Government approved an employment plan for the state administration for Slovenia's Presidency in 2008.

In accordance with the programme the preparations were based on the existing human resources of state administration bodies; however, additional human resources were engaged, mainly to substitute for civil servants who are fully engaged in running the Presidency, and to carry out accompanying tasks, particularly with regard to logistics.

Three hundred and ten additional temporary posts have been approved. In individual cases experts not working in the state administration were temporarily engaged, full-time or part-time.

Following the example of similar smaller member countries (Ireland, the Netherlands, Austria, Luxembourg) which have held the presidency successfully, Slovenia has decided for a strong team at the Permanent Representation of Slovenia to the EU in Brussels, where 170 civil servants were posted, while expert teams at ministries in Slovenia offered support.
